Application for a 15-year no-coverage determination for proposed GLNG pipeline
On 12 March 2013 the Council received an application under s 151 of the National Gas Law from GLNG Operations Pty Ltd (GLNG) for a 15-year no-coverage determination for GLNG’s proposed pipeline in Queensland. On 19 April 2013 the Council released its draft recommendation that the relevant Minister make a no-coverage determination. No submissions were received in response to the draft recommendation. The Council has 20 business days from the close of submissions within which it is to make its final recommendation to the relevant Minister.

Application for coverage of the South Eastern Pipeline System
On 8 April 2013, the Council recommended that the relevant Minister, the Hon Tom Koutsantonis MP, South Australian Minister for Mineral Resources and Energy, decide not to make a coverage determination for the South Eastern Pipeline System in South Australia. The 20 business day period within which the relevant Minister was to use his best endeavours to make his decision expired on 8 May 2013. The relevant Minister has advised the Council that he is yet to make his decision. Under the National Gas Law he now must make a decision as soon as reasonably practicable.

Revocation of coverage of the Wagga Wagga natural gas distribution network
Envestra Ltd has applied under s102 of the National Gas Law for a revocation of coverage determination for its Wagga Wagga gas distribution network. The Council has commenced its consideration of this application in accordance with the standard consultative procedure in the National Gas Rules. Submissions in response to Envestra’s application have been invited. Submissions close at 5:00pm on Tuesday 28 May 2013. After it has considered the application and submissions the Council will release a draft recommendation and invite further submissions prior to furnishing its recommendation to the relevant Minister who will ultimately decide on this application.
